This week districts and campuses across the state received Accountability Ratings and Summaries based on the new Accountability Standards for 2017-2018.

Accountability ratings this year for districts received an overall A-F grade, while campuses received an overall rating of Met Standard or Improvement Requirement. Overall, Nacogdoches ISD received a “C” letter grade.

The new accountability system encompasses three specific domains: Student Achievement, School Progress, and Closing the Gaps. Student Achievement is comprised of STAAR Performance for elementary and middle school campuses; whereas, STAAR Performance, College, Career, and Military Readiness (CCMR), and Graduation Rates are considered for the district and high school campuses.

School Progress for campuses evaluates Academic Growth in areas that were tested by STAAR in subsequent years and Relative Performance, which compares the Student Achievement Component Score with other campuses across the state that have a similar percentage of Economically Disadvantaged Students.

The Closing the Gaps Domain measures campus and district STAAR passing rates in up to 14 student groups with pre-identified targets that are based on the 2016-2017 state-wide results.

Both Emeline Carpenter Elementary and Fredonia Elementary received a rating of Met Standard, which will remove their previous rating of Improvement Required.

Both elementary schools had been previously rated by the Texas Education Agency (TEA) as “Improvement Required” for six school years based on the former Accountability Standards. Emeline Carpenter Elementary had also been rated “Academically Unacceptable” for two years prior to that based on an earlier rating method...

“We are celebrating with Carpenter and Fredonia campuses,” NISD interim Superintendent Alton Frailey said. “Both of those schools worked exceptionally hard to reach this point, and we want to mark this occasion.”

All NISD campuses received “Met Standard,” except for Malcolm Rector Technical High School, which was rated “Improvement Required.”

The Improvement Required rating for the campus was based on the alternative education accountability provisions. Malcolm Rector Technical High School did not meet specified targets for student groups within the Closing the Gaps Domain.

Malcolm Rector, a non-traditional educational setting, enrolls students to assist with credit recovery through a teacher supported, self- paced online system. Many of the students are striving to meet the state Graduation Requirements that include earning credit and passing state assessments. While some students may finish their credit requirements, they still are required to pass the End Of Course (EOC) STAAR requirements for graduation. They have the opportunity to take the EOC STAAR in December, May, and July.

“We don’t have a consistent student body there, which presents some challenges when it comes to testing,” Frailey said.

NISD administrators have consulted with the Region VII Education Service Center to begin a review of passing rates at Malcolm Rector Technical High School. Next week, staff members at the school will meet with Region VII consultants to identify areas of focus and preparation for the upcoming school year.

NISD campuses received 13 Distinction Designations that indicate achievement in one of seven academic areas.

Campuses can earn distinctions based on rates for passing the STAAR exam and graduation.

Distinctions earned by NISD campuses:

Nacogdoches High School (3) – English/Language Arts-Reading; Mathematics; and Science.

Mike Moses Middle School (1) – Comparative Academic Growth.

Thomas J. Rusk Elementary School (5) – English/Language Arts-Reading; Mathematics; Science; Comparative Academic Growth; Comparative Closing the Gaps.

Raguet Elementary School (1) – Mathematics.

Nettie Marshall Academy of Dual Language (2) – Mathematics and Postsecondary Readiness.

Brooks-Quinn-Jones (1) – Comparative Academic Growth.
